As you know I am an avid believer in networking, especially for trades. Trades do tend to use a lot of word of mouth, when you are new this has to be be built up, if he already has networks, working up some coffee chats, asking to bid for some contracts or work.
Networking will bring a much greater return on investment for time and money if done well, the other marketing will all just be brand awareness and may spark up some conversations along the way.
Perhaps look for some bigger projects that would have ongoing work to feed through, some more commercially focused ones, as your bread and butter.
Have a brain storm of who he already knows, and start to get the word out there, offering to have a coffee, drop in to offices and meet up, Have a business card or flyer to use in those cases.
Aligning with companies that do new builds or renovations in the area, bigger ones, they may have contractors but I never assume people are happy with the service they are getting until I ask.
Your Facebook and website will be places people can find you, perhaps just some initial efforts in awareness with some boosted posts.
An opening special offer that will be a bit different and grab attention.
Make sure your point of difference is right up front.
Think about why they would chose you over someone else.
Then just get the Facebook boost running for exposure.
